(Washington, D.C.) — Congress returns to Washington for its first full week of legislative business since control of the House reverted to Democrats, but lawmakers will face with the same lingering question: When will the partial government shutdown end?

One Republican senator says he’s offered President Donald Trump a possible solution, though it may all be wishful thinking. Senator Lindsey Graham, chairman of the Senate Judiciary Committee, says President Trump is willing to work a deal, but only if funding for a border wall is included.

Virginia Sen. Mark Warner, a Democrat, says that is unacceptable. Warner joined federal workers at rallies in Washington urging an end to the government shutdown. He also appeared Sunday on CNN’s State of the Union. Warner said border security “ought to be driven by the experts, not by the political whims of a campaign promise.” And he said history will show that Donald Trump’s  efforts to end the impasse have been “inept.”

Upwards of 800,000 federal workers are not getting paid because of the shutdown.
