(Ruffin, N.C.) – Rockingham County Sheriff’s investigators have charged a Ruffin pastor with multiple counts involving a minor.

48-year-old Kevin “Scott” Heffner was arrested Wednesday night and charged with 12 counts of disseminating obscene materials to a minor and two counts of statutory sex offense. Heffner is the pastor of Victory Baptist Church and the principal of Victory Baptist Academy, both of which are located at 2073 Oregon Hill Rd, Ruffin, N.C.

Heffner was placed in the Rockingham County Detention Center under a $1 million secured bond. He is scheduled to appear in court on September 9.

The sheriff’s office describes the investigation as “ongoing.” Additional information is not being released because a minor is involved.
