(Richmond, Va.) — Virginia legislators are in Richmond, debating whether to expand Medicaid. A special session is set to start Wednesday and will focus on the state budget and the healthcare program for the poor.

Lawmakers failed to pass a spending plan earlier this year during the regular legislative session because of disagreements over Medicaid expansion. Danville Del. Danny Marshall, a Republican, says Medicaid expansion is inevitable. He points out that Republicans lost 15 members in the November elections, leaving the chamber with 51 Republicans and 49 Democrats. Two GOP legislators voted to expand Medicaid, ending the GOP gridlock over the issue.

Marshall says the first business at hand will be approval of a state budget, which will first go to the House Appropriations Committee. Once that happens, the House and Senate will iron of their differences. The legislature will be back in Richmond on April 18 to consider the governor’s vetoes and amendments to the state budget.
