SOUTH BOSTON, VA – South Boston’s Town Council voted overwhelmingly to impose a 10-cent-per-pack tax increase on cigarette purchases on Monday.  The cigarette tax is expected to generate around $100,000 to $125,000 in annual revenue, said Town Manager Tom Raab, who initially proposed the tax. Council had earlier lowered the rate from 25 cents to 10 cents per pack.  The Town will use the new revenue to raise the salaries of its lowest paid employees, those making less than $40,000 a year.  Audience members came forward and asked if other avenues had been explored, and were told that the State of Virginia sharply limits the taxing options of localities, and South Boston has already raised property taxes, the meals tax and levies on food purchases in recent years according to Mayor Ed Owens.  The final vote for approval will be held next month.
